High Speed Traffic
Management
Training courses are
provided for those involved with the installation and
maintenance of temporary traffic management who are
required to be registered in accordance with the Highways
Agency quality assurance requirements as set out in the
National Highways Sector Scheme for Temporary Traffic
Management.
We run 12a/b courses for operatives involved with the
installation and maintenance of temporary traffic
management on motorways and high speed dual carriageways.
The 12c courses are for those operating and maintaining
of mobile-lane-closure and sign-bearing warning vehicles.
For static signing on all other roads we provide 12d
training.
Further to these courses, Highways Training can supply
Lantra Awards logbooks and provide assessment for 12a/b,
12c and 12d Sector Schemes.
Highways Training are authorised by Lantra Awards to
provide the health & safety training. We can also
give advise about the on-site assessments. In addition to
training courses advice can be offered on a consultancy
basis.
12a/b Training and assessment
The starting point is a 1 day Introductory (health &
safety) course. This course is open to anyone seeking
this type of work. There is an end of course multi-choice
closed book test and those who pass are registered with
Lantra Awards so that a Certificate can be issued.
A person holding a Certificate may be employed on
temporary traffic management work but has to be under the
direct supervision of a fully qualified traffic
management operative (TMO).
A Certificate is valid for 2 years whilst the logbook
(see below) is completed.
To become a TMO you have to be employed by a company
undertaking temporary traffic management work on
motorways and / or trunk roads. You have to be assessed
on the job - doing the job. This happens on not less than
3 occasions and the evidence is recorded in a logbook.
When the logbook is signed off, the registration papers
are sent to Lantra Awards and a TMO Card is issued. This
is valid for 5 years and has to be renewed before it
expires.
(When talking to prospective employers you must establish
whether they require you to hold a Certificate or a Card)
All temporary traffic management gangs are led by a
traffic management foreman (TMF). Those who have a TMO
card and sufficient experience can undertake the Foreman
training course. If successful they are registered with
Lantra Awards so that a TMF Card can be issued.
A Foreman course is open to anyone with suitable
experience. For those who successfully complete the
course but do not have a TMO Card, a Foreman course
Certificate is issued. This is required for those who
wish to become a Traffic Safety & Control Officer
(TSCO)

IPV training and assessment
This training and assessment can only be provided for
companies that have the appropriate equipment and have
access to the motorway or trunk road network for the
assessment part of the qualification.
(To ensure that motorists are not put at undue risk, the
Highway Agency will only allow the assessments to be
undertaken as part of planned maintenance works)
